Finely chop onion and mince garlic. Melt .5 tablespoon butter in a pan, using low heat. Add almonds and cook until lightly toasted. Using a different small pot, add remaining half tablespoon of butter, onion, cumin, bay leaf, minced garlic, clove, broth powder, turmeric, water, and salt. Bring liquid to a boil and cook covered for about 10-15 minutes on medium heat. Mix in toasted almonds last and remove bay leaf before serving.
